Generally speaking, they are both for retrieving raw data from Dynatrace Synthetic system. No need to have both enabled for one account.
FTP Data Feeds is the preferred method of downloading large amounts of test performance data from the Dynatrace Synthetic Monitoring Platform.
And Web Services APIs has more options: can use REST API or SOAP APIs. And SOAP APIs includes more functionality: from checking your account configuration information to test configuration; from test performance data to alert logs.
If you are only interested in retrieving test performance data like response time, DNS lookup time and connection time etc, either one is good; if you are also interested in retrieving test configuration or alert information plush the test performance data, the APIs are better.
After you know which one you want to use, open Synthetic Support ticket (Ticket project type: supgomez) and Support team will enable it for you.
