A customer has bought test edition licenses and his questions are as below,
1) Buying one Java agent means – You can monitor only one JVM at time, but can install the agent on the number of JVMs.
2) Buying one .Net agent means – You can monitor only one IIS server at a time, but can install on number of IIS servers.
will this be a breach of license policy?

You can install as many agents as you want - but - you can only as many active as are part of your license.
For Java you are correct - it is per JVM.
For .NET you buy a Windows OS Instance License. One OS Licenses is good for all .NET Agents that connect from that machine
For Web Server Agents (IIS, Apache, ...) you have to buy licenses per Web Server.
