Please refer the screenshot. This is what I did.
I assume you can view this page from a regular browser on the same machine? Are you behind a proxy? If so - try to specify the proxy settings through Settings -> dynaTrace Client -> Services. Then try to refresh that dashlet.
Also - try a public web site and see if that works. I just tested this on my machine and it works without problems!
If it still doesnt work then please have a look at the log file of the dynaTrace client.

Well - you need to specify the URL it should display. Open the Dashlet Properties - go to the Content Tab and enter the URL that shoudl be displayed

There is a webpage dashlet you can add to your dashboard. This dashlet in the properties allows you to specify a URL. This dashlet will then display the content of that URL
