Hi Joe,
Are you talking about a Dynatrace server? If so, there is an alert created by default. Open the incident dashlet and expand Dynatrace Self-Monitoring.
There are also alerts for Application availability by default - expand a system profile and look at Application Process Unavailable (Unexpected).
Keep in mind that depending on the alert you may not receive an email right as it happens. If the Dynatrace server goes offline for example, it wouldn't be able send off an alert.
