I am successfully logging application server activity but when I try to view the browser data (ex. Browser Timeline, Browser Hotspots) there is no data there.
I have verified that the dyantrace modules are registered in IIS and that the dtagent javascript file is being injected into the pages. Also, I see that the post to /dynatraceMonitor is successful (200).
How should I troubleshoot?

In order to see data under Diagnose User Experience you need to
a) Install a Web Server Agent on your Apache or IIS
b) Need a License for UEM (=User Experience Management).
Once this is in place the web server agent will inject a JavaScript file to your website. So - everybody that accesses your website will then collect performance data from within their browsers and correlate that to the server side PurePaths.
If you want to learn more about UEM and how to set it up check out User Experience Management
