In the same web instance , a .net agent and a web server agent are configured. But the .net agent is visible in the transaction flow, the webserver agent isn't. is it normal ?

To elaborate on Flo's answer:
The web server agent is comprised of two parts: a master agent which is the Windows Service that you start and takes care of the communication to the Dynatrace server and a slave agent for each time a web server process (in IIS's case: a site) loads the Dynatrace agent module.
This is visualized in the agent overview as followed:
Without the module loaded Dynatrace will not intercept any transaction on the web server agent.

yes, the web server agent should be visible.
Could you check on the agent overview dashlet that the master agent and web server agents are visible as expected first?
If they are showing as connected, make sure traffic is coming through and you should see the web server agent(s) on the transaction flow.
If you are still not seeing them it could be a bug and I would suggest raising a ticket with support.
