Example: I have an alert that checks every 10s if agents are up or down. We've gotten alerts that last 0s and 10s some even 20s. But, when I look at them a few hours later, 1 minute is the lowest possible resolutions. 10s resolutions are no longer visible, so, I can't see exactly at what point the failure was caused.
Any ideas? Thanks

It's true that measure data is collected at 10s intervals, but it's only ever written to the Performance Warehouse at 1-minute granularity. So 10s data is never stored, and you can't change that.
But I'm not sure where you're looking. I took a look at the Incidents dashboard on my local system, and it reports incident start and stop times at 1s accuracy for incidents that are more than a week old.
