When I create a new system profile either from System Profiles | Create System Profile or Tools | Create System Profile it doesn't show up in the list and there is no any error message anywhere..
Not sure what I could be doing wrong...

The problem was that user's group only had default profile. It sounds that I need to add a profile for the group in order for it to show up for the given user.
I think we're almost there, but not quite. What you're probably referring to is that in the group properties, it says "default" under the System Profile properties. What that means is this lets you set what the default role will be for any SP if not otherwise specified. I bet if you look there the role will be "No Permission" or something else equally restrictive. That would definitely make it so you could not see the SP.
If you haven't changed the "User" role, assigning that as the <default> SP role should be fine.

That's how it's been set up and did not work:
1. User is a member of User group
2. User group has dynaTrace Server Management role = Power User
3. There is no <default> System Profile, but a specific profile (only one).
The last one is propably my problem. So the solution is to add default system profile? What should be the Role settings, Adminisrator or No Permission if I want everybody to see all profiles?

Yes, that certainly sounds like your issue. RIght now you've explicitly given permission for one SP so that's all anyone can see (if they have permission on that one).
Add a new line and leave it as <default>. That represents the default permission for that group for all unnamed SPs. To be able to see it but not change it, select the User role. For full access to see and change, select Administrator.

Not much to go on here - what version are you running?
If you had no permission it wouldn't let you create the profile in the first place. And if your license was expired it should still let you create them but just leave the profile "disabled". So here are a couple of other thoughts.
First (the obvious): you are completing the process by clicking the OK button at the bottom and not just closing with the red "X" in the corner, right?
Next, are you seeing any system profiles, such as "dynaTrace Self-Monitoring"? And have you tried "refresh" after creating your profile? I've never had to do that, but perhaps your system is different.
Next, let's see if the actual file is getting created. If you tried to create a system profile called MyProfile, you should be able to find a file on the dT server named <DT_HOME>\server\conf\profiles\MyProfile.profile.xml. Do you see that?

I turned out that all profiles that I created exist on the server (if I RDP to the box and launch client there), but not on either of the clients, even after restart.

Are you logging in with the same credentials on both your box and the server?
We had issues with folks not seeing the profile they created because their role had no <default> privileges set up. So they had create system profile privs, but the default was not set, so a new profile was never appearing in their list.
No, I was using "admin" on the server. .. The user that didn't see profile was a member of Users roles. I am not clear what permission you are referreing to, but it sound like my problem.
Seprate although related issue - how do I "log off" the previous user? It seem stuck and I don't see this opton anywhere. I created the new user who is a member of Admin and trying to test it..
The dT client is just a window into one or many dT servers. Did you define a dT server on your client PC? If not, go to Settings->dynaTrace Servers, and choose "Add dynaTrace server" in the bottom-left corner. Type the name of your server and the credentials you used when you RDP'd to the box and you will be fine.
