What is the difference between the measures:
UEM > BT > Visits - IP Address
And
Server Side Performance > Transaction > BT > Web Request - Client IP
I am trying to find out how often my site is accessed by a specific IP Address.
What are the differences between these measures?
Which of these measures is better for this situation?

The difference is that the Server-Side Performance measure will deliver the IP Address for every Server-Side Web Request - allowing you to use this measure for Server-Side, Page-Action and Visit-based Business transactions.
The Visit-based IP-Adress is a measure that delivers the IPAdress assigned to one Visit - therefore you can only use it for Visit-Based Business Transactions
It really depends on what you want to do with this measure. If you want to analyze Web Requests from a specific IP I would almost suggest to create a Server-Side Business Transaction that uses the Server-Side Client-IP Measure as a Filter Measure. You can configure it in a way to match the IP Address you are looking for. with that your Business transaction will show you those Web Requests that come in from that particular IP
