Is there a way to split user actions by client family in a Business Transaction?
I have been able to see this functionality on the user actions dashboard, when you switch from the Response Time Histogram to Response Time by Client Family. I am looking to find more information on this and would like to replicate the functionality in a business transaction.
The end goal is to filter by user actions that load a particular page and split by client family.
I know that you can split visits by client family, but can we do this on user actions?

That is possible. All you need is a User Action based Business Transaction that filters on a particular User Action and then split by a "WEb Request - Browser" measure. This measure can return multiple things. There is a "Level" option that allows you to define "Client Type", "Family", "Version" or "User Agent". In your case I think you want "Family"
