All Actions means you will get an overview of ALL User Actions that were executed in the given timeframe.
"Landing User Actions only" means that you only see the "Landing Page/User Action" of a Visit. The first User Action of a Visit is called the "Landing Page / User Action". So - this option allows you to help which are the top "Landing Pages" of the given timeframe

You can open the User Action Dashlet and sort by Count. There you will see which Pages are request the most and then drill to the Visit to see whether all of this comes from a single Visitor (e.g: Bot) or not.
If you dont see that in the User Actions (because the Bot doesnt execute our JavaScript Agent Code) you can look at the Web Request Dashlet, sort it by count and then drill to the PurePath to see the Client IP Address of these Requests in the Details Dialog of the Root Node of the PurePath Tree.

Can you elaborate more on what you mean with Page Spam? Do you mean pages that are called "very often?"
