If external web Service is timing out, does Dyna Trace include the max waiting time in average response time shown on web service dashboards

Could you explain that again? Do you mean an external web service call that your application code calls? Do you have a PurePath to share?
In general ALL web service calls are taken into account when viewing them through the Web Service Dashlet. The only things you dont see there would be PurePaths that are still in progress.
