The question I have would be: What is excessive? Is it overall number of web requests or is it per URL?
With Business Transactions, e.g: Top URLs you can take advantage of our throughput baselining through the Application Overview. You can put your BT on that AppOverview and you will automatically see throughput per app but also per BT Splitting (e.g: per URL). We do not alert on high throughput but visually show you whether the throughput is outside the expected value range based on historical data.
What you can always do is to create an incident on e.g: "Web Request Count" in case your own defined upper limit is exceeded. So lets say 10000 requests per minute is excessive you can create the Web Request counter measure with that Upper Severe Threshold and use it in an incident definition where the incident has an evaluation timeframe of 1 minute
