The Performance Rankings are determined based on the overall ranking of all three factors: average response time, average availability, and average consistency. If there are two sites with the same overall ranking, they will be listed with the same ranking place. When this happens, the next place is listed as if the previous place was in sequence. For example, in the case of two sites being ranked as 3, the next site would be ranked as 5. 4 is omitted, as that slot is occupied by the second site with the ranking of 3.
