Key user action - is an important action initiated by user (from user perspective), monitored by Real User Monitoring - so front-end part of an application.
Key request - is an important Service request (in terms of of Service context in Dynatrace), it's back-end part of application. It's monitored by oneagents.

Both Key user actions and Key requests have to be selected manually to become "key" actions and "key" requests.
