What if Dynatrace Managed cannot communicate with mission control

In some cases where we have security environments, we could ensure that dynatrace managed will be provided internet access even to needed IP addresses. That's why I have question: what if dynatarce managed will not be permitted access to mission control at all? Will dynatrace managed works or not, what limitations we will have in such case?

If Mission Control won't be available for more than 14 days, only overages (if allowed) will be disabled.

is this configurable? for example, if a customer start with managed installed but turn off MC connection at beginning, and decide eventually turn it on later but do not want the monitor disabled after 14 days of disconnection. managed offline is another option, but it is my understanding you can not add the MC component to an offline cluster.
