OneAgent Installation Errors on Windows

The OneAgent installation is failing on Windows with an error message: Overlapped I/O Operation is in Progress. Logs point to a permissions issue, and the only thing I've found online points to Windows Update KB2918614. Has anyone run into this issue before and/or know of a resolution?
