You can only change the default threshold for existing our of the box connectivity alert on process level to 0. Check anomaly detection settings, infrastructure.

We are getting the same problem for the connectivity reaching to 0 for IIS- after analyzing we were seen that TCP connection refused some value 1.3 per sec and Time out is - zero and there is no impact on the application as such .. once we sent this to our Wintel and Network team they are asking us what to do with this? what action to be taken? we are clue less as of now.. request som to help address this!

If I understand your questions correctly, this can be done quite simply. You can do this by setting the anomaly detection both at the host level and globally. To do this navigate to a host and click Edit. Then go to Anomaly Detection. Network, Detect TCP Connectivity and set it to custom and configure the settings accordingly.
