If a user session consists of many user action, where each action has different action properties, what would be the session property then?

If it is configured as both session-property as well as user-action-property:

Then let's say if there is session where it consists of 3 user action (and each user action has different action properties, said A, B, C).

In that case, the session properties would show all 3 A,B,C? or only one of them?

If only shows one of them, based on what criteria would it choose?

Last value will be stored as session property (C in this case).
Each user action will have its value of user action property.

One thing to remember - user action properties cannot be used in USQL (at least at this time), they can only be used in multidimensional analysis for filtering.
