Key Requests:

with Metrics v2 API: https://www.dynatrace.com/support/help/dynatrace-api/environment-api/metric-v2/

Key User actions:

Unfortunatly there is no API to get / update / delete key requests per service. 

IMO its a must one and you can vote for RFE for that
